Data from the National Statistical Institute (NSI) show that monthly inflation, as measured by the consumer price index (CPI), was 0.5% in November 2025, while annual inflation reached 5.2%. The inflation rate since the beginning of the year (November 2025 compared to December 2024) was 4.8%, and the average annual inflation rate for the period December 2024 - November 2025, compared to the period December 2023 - November 2024, was 4.4%.
In November 2025, monthly inflation measured by the Harmonized Index of Consumer Prices (HICP) was 0.2%, and annual inflation was 3.7%. Inflation since the beginning of the year (November 2025 compared to December 2024) reached 3.3%, while average annual inflation for the period December 2024–November 2025, compared to December 2023–November 2024, was 3.4%.
The HICP is a comparable measure of inflation across EU Member States and serves as one of the criteria for price stability and Bulgaria’s accession to the euro area. Under this criterion, inflation must not exceed by more than 1.5 percentage points the average inflation rate of the three EU Member States with the best indicators.
In November 2024, monthly inflation measured by the CPI was 0.6%, and annual inflation was 2.1%. Over the period December 2023–November 2024, average annual inflation measured by the HICP, compared to December 2022–November 2023, amounted to 2.8%.
Accumulated inflation
The accumulated inflation, measured by CPI, for the last three years (November 2025 compared to November 2022) was 13.2% and for the last five years (November 2025 compared to November 2020) was 42.0%.
For two and a half years, annual CPI inflation in Bulgaria has remained in single digits and has followed a downward trend, according to NSI data. In June 2023, inflation slowed to single digits for the first time since January 2022, reaching 8.7%, compared to 9.1% in January 2022. Inflation peaked in September 2022, when it reached 18.7% on an annual basis.
Average annual values (HICP)
Average annual inflation has followed a steady downward trend since the beginning of 2024. The year started with a rate of 7.8% in January 2024. In December 2024, January 2025, and February 2025, inflation was at 2.6%. In March, April, and May 2025, it edged up to 2.7%. In June and July 2025, it stood at 2.8%, before rising to 2.9% in August. Inflation reached 3.1% in September and 3.3% in October 2025, according to NSI data.
Prices of goods and services
The prices of goods and services decreased in the following consumer groups: communications (-1%) and clothing and footwear (-0.1%). Price increases were recorded in the following consumer groups: recreation and culture (3.7%), transport (+1.3%), restaurants and hotels (+0.6%), miscellaneous goods and services (+0.4%), health (+0.2%), alcoholic beverages and tobacco (+0.1%), food and bon-alcoholic beverages (+0.1%), and housing, water, electricity, gas and other fuels (+0.1%).
Prices in education, as well as in furnishings, household equipment and routine maintenance of the house, remained unchanged.
