Constitutional Court Opens Case on Board of Peace Ratification Plan

Bulgaria's Constitutional Court on Monday opened a case on a petition from the caretaker Cabinet to declare unconstitutional a National Assembly resolution of March 13 obliging the government to submit to the legislature a bill ratifying Bulgaria's accession to the Charter of US President Donald Trump's Board of Peace as a founding member.

Galina Toneva was designated judge rapporteur for the case.

On March 15, caretaker Prime Minister Andrey Gurov detailed the Cabinet's petition, pointing to the existence of “very clear, traceable and consistent case-law of the Constitutional Court over time which shows that this resolution of the National Assembly is not compatible with the provisions of the Constitution."

On January 22, 2026 in Davos, Switzerland, Gurov's predecessor Rosen Zhelyazkov signed the Board of Pace Charter for Bulgaria, subject to subsequent ratification.
