Chief of Defence Admiral Emil Eftimov stated that the war in Ukraine has shown that modern warfare is not only about resources, but also about the speed of decision-making and prioritising impact. This statement was made during the Analysis of the Status and Preparation of the Joint Forces Command (JFC) in 2025, as reported by the Ministry of Defence press centre on Tuesday.

Admiral Eftimov highlighted the progress made in developing the JFC's capabilities and its successful and responsible execution of the Bulgarian Army's three missions.

He also outlined the main areas in which JFC personnel should focus their efforts in 2026. "Based on the experience and analysis of the war in Ukraine, work should continue on building a modern command and control system. Providing a real-time picture of the situation at strategic, operational and tactical levels is crucial for making timely decisions and choosing the most appropriate course of action. Conducting operations in a multi-domain environment requires network connectivity in a common communication and information system, and the Joint Staff must continue its work in this direction. Acquiring tactical command and control systems at the tactical level should also be prioritized," said the Chief of Defence.

In his report, Joint Forces Command Commander Stanimir Hristov said that over the past year the command had focused its efforts on fulfilling the Armed Forces' three missions within the scope of its powers and resources. He highlighted the formations' participation in national and international exercises, improvements in operational compatibility, and consistent development of defence capabilities in response to changes in the military-strategic environment.
