site.btaParliamentary Committee Rejects Bill Introducing 100% Machine Voting
Members of the parliamentary committee on constitutional and legal affairs are debating at second reading a consolidated bill amending the Election Code, which incorporates bills adopted at first reading submitted by Vazrazhdane, There Is Such a People, BSP–United Left, and Continue the Change–Democratic Bulgaria (CC–DB).
Earlier, the committee rejected a CC–DB sponsored bill to introduce 100% machine voting.
Six MPs backed the amendments – of Continue the Change–Democratic Bulgaria, Alliance for Rights and Freedoms, MECh, and Velichie. Seven MPs voted against - from BSP–United Left, There Is Such a People (TISP), and MRF–New Beginning. Seven MPs abstained - from GERB–UDF and Vazrazhdane.
The bill aims to restore fully machine-based voting as the primary and sole method, except in cases explicitly provided for by law, in order to reduce invalid ballots and human errors in vote counting, the CC–DB said. Paper ballots would remain only in settlements with up to 300 residents. The proposal also includes 100% verification of the receipts.
The idea is to increase transparency and restore citizens’ trust in the electoral process.
