The government has authorized Metropolitan EAD to apply a derogation from certain prohibitions under Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine.

Some of the systems installed on Sofia's metro trains that ensure traffic safety, operational control and real-time diagnostics of rolling stock equipment, as well as systems for fire detection and suppression, originate in Russia. The spare parts required for these systems are highly specific and cannot be replaced with equipment from alternative manufacturers. The use of the derogation will ensure the effective maintenance of the metro system in proper technical condition and the safety of more than 400,000 passengers daily, the government information service said.
