“I call on Nataliya Kiselova to submit her resignation, because you cannot represent Bulgarian citizens if you issue unilateral orders that have been declared unconstitutional,” MP Petar Petrov from Vazrazhdane told journalists in Parliament. The MP added that Kiselova will never become a caretaker prime minister or a constitutional judge.
Petrov recalled that as Parliament speaker Kiselova rejected a proposal by President Rumen Radev for holding a referendum on the introduction of the euro. According to him, actions were taken to prevent the committees and the MPs in the plenary hall from reviewing and discussing the proposal, and everything possible was done to obstruct the possibility of holding a referendum.
On Tuesday, the Constitutional Court (CC) ruled that the chair of the National Assembly does not have the competence to determine the admissibility of a national referendum.
“We welcome the decision of the Constitutional Court,” Petrov added. He said that President Rumen Radev may submit a new proposal for holding a national referendum regarding the introduction of the single European currency. “If such a proposal is submitted, we will support it,” he added.
On May 13, the then Speaker of Parliament, Nataliya Kiselova, issued an order returning as inadmissible the President’s proposal requesting the holding of a national referendum. On May 23, President Rumen Radev referred the matter to the Constitutional Court, seeking a mandatory interpretation of the Constitution and the annulment of Kiselova’s refusal to submit for consideration by the National Assembly the proposal for a national referendum with the question: “Do you agree that Bulgaria should introduce the single European currency, the euro, in 2026?”
On June 10, the Constitutional Court admitted for review part of the President’s request related to Kiselova’s decision. Kiselova stepped down as chair of the National Assembly on October 29 and was replaced by Raya Nazaryan from GERB–UDF.
