Four parliamentary committees will debate next year’s draft budget at first reading on Tuesday: the budget and finance Committee, the healthcare committee, the transport committee, and the social committee.

Last Friday, the parliamentary defence committee approved at first reading the draft state budget for 2026. According to Defence Minister Atanas Zapryanov, a total of EUR 2.708 billion will be allocated for defence next year.

On November 13, the government submitted to Parliament the draft state budget for 2026, as well as the budgets of the National Health Insurance Fund and the Public Social Insurance.

In connection with the introduction of the euro on January 1, the information and documents related to the 2026 budget procedure have been prepared in euro at the official exchange rate in accordance with Article 5 of the Law on the Introduction of the Euro in the Republic of Bulgaria BGN 1.95583 per EUR 1. The size of the budget balance under the consolidated fiscal program (according to the national cash-based methodology), expressed as a share of GDP, for 2026 is a deficit of 3% of GDP.
