Crude Oil and Petroleum Products Stocks Act Amended on First Reading

Bulgaria’s Parliament voted, 117-9 with 33 abstentions, to pass on first reading amendments to the Crude Oil and Petroleum Products Stocks Act submitted by the Council of Ministers.

Prior to the vote, Vazrazhdane called for the discussion to be postponed, arguing that the bill had not been reviewed by the National Assembly’s Committee on e-Government and Information Technology.

The proposed changes aim to bring the registers maintained by the State Reserves and Wartime Stocks State Agency in line with the requirements of the Electronic Government Act (EGA) regarding requisites. The amendments also envisage that the registers will be maintained through the centralized electronic register system established under the EGA.

The Agency currently maintains four separate registers under the existing law. The amendments would consolidate these into a single electronic register covering obligated persons, store-holders, emergency reserves, and specific stocks.
