Parliament Leader Kiselova Rejects as Inadmissible President's Euro Referendum Proposal

National Assembly Chair Nataliya Kiselova has rejected as inadmissible a proposal by President Rumen Radev to Parliament for a referendum on the adoption of the euro, the Parliament's press centre said.

The proposal was rejected and left without consideration as it does not comply with Article 5, paragraph 4, Article 4, paragraph 4, and Article 85, paragraph 3 of Bulgaria’s Constitution; Article 140(1) and (2) of the Treaty on the Functioning of the European Union: Article 3 of the Treaty on the Accession of the Republic of Bulgaria to the European Union; Article 5 of the Act concerning the conditions of accession of the Republic of Bulgaria and Romania and the adjustments to the treaties on which the European Union is founded; and Article 9(4) of the Direct Citizen Participation in State and Local Government, the statement said. 

Also, the head of State's proposal and its reasoning run counter to a 2024 ruling by the Constitutional Court in case No. 13/ 2023.

On May 9, head of State Rumen Radev said in an address to the nation and Parliament that he was submitting a proposal for a referendum on the adoption of the euro. 

On May 12, the press secretariat of the President announced that the proposal and the reasoning had been signed by the head of State and submitted to Parliament. President Rumen Radev proposed to the 51st National Assembly to hold a national referendum with the question "Do you agree that Bulgaria should introduce the single European currency euro in 2026?" on the basis of Article 10, Para. 1(2) of the Direct Citizen Participation in State and Local Government.
