Cabinet Adopts Regulation on Procedures for Conducting Integrity Tests for Civil Servants

The Council of Ministers adopted on Thursday a Regulation on the conditions and procedures for conducting integrity tests for civil servants. The Regulation was adopted pursuant to the Civil Servants Act, alongside which measures from key stage 226a "Measures to combat corruption and enhance integrity" of Reform C10.R2 Anti-corruption of the National Recovery and Resilience Plan are being implemented.

The Regulation sets out the conditions and procedures for conducting integrity tests for civil servants, including the general psychometric standards, principles and methods of assessment through integrity tests. It provides legal provisions regarding the people that are subject to the tests, the procedures and the circumstances in which an integrity test is to be administered.

Integrity tests will be electronic and will be administered by the Institute of Public Administration (IPA) at the request of public authorities or at the civil servants' own request. The result of the integrity test comprises an automatically generated score and an interpretation of the result by an IPA staff member selected automatically and at random, who must hold a Master's degree in Psychology and have completed specialized training.

An administrative procedure is provided for challenging the result of an integrity test. The procedure would have the IPA Executive Director appoint three staff members who are psychologists at random. The psychologists would then issue a final conclusion as to whether the test has been passed or failed.

The decree adopting the regulation has also introduced amendments to other subordinate legislation relating to the identification of posts at high risk of corruption and the conduct of integrity tests.
