If Hungary fails to honour the decision taken by the European Council last December - to provide a EUR 90 billion loan to Ukraine, this would constitute a breach of the EU principle of loyal cooperation enshrined in the EU treaties, a European Commission spokesperson told a press conference on Monday.
"The European Council agreed to the Ukrainian loan under the one and only condition that three EU Member States would not participate financially in the programme. Now this condition has been met, and therefore we expect all leaders to honour their commitments; not respecting those is clearly, or would be, a breach of loyal cooperation," said the spokesperson. All leaders, including Hungary's Prime Minister Viktor Orban, would be expected to abide by the political commitment of the European Council of December 2025, he said.
Russia destroyed the Druzhba pipeline which supplies oil to Hungary and Slovakia. Ukraine has committed to repairing the pipeline, and the decision on the timeline is for them to make, the spokesperson said.
