site.bta'Polluter Pays' Principle Is Postponed - Environment Minister


Minister of Environment and Water Manol Genov said here on Monday that the implementation of the 'polluter pays' principle has been postponed for various reasons. Genov was speaking at a discussion panel entitled “Reform of Household Waste Management”, part of the annual meeting of Local Authorities organized by the National Association of the Municipalities in Republic of Bulgaria.
The Minister specified that fines could be imposed on anyone and added: "Under the Waste Management Act, municipal mayors are the people responsible for this service, they organize it and answer to the public for the quality of the service provided."
Genov reported that until the end of the year, two more procedures to assist municipalities will be announced under the National Waste Management Plan. The goal is to upgrade their biodegradable waste systems and their recycling through composting.
The Minister reported that studies and consultations with municipal associations on various measures proposed by the Ministry are continuing, such as measures to build systems and centres for separate collection and preparation for reuse and repair.
