The Government’s measures to combat the gray economy are producing results, which is why budget revenues for the first ten months of this year have increased by BGN 8.64 billion year-on-year, Finance Minister Temenuzhka Petkova said here on Monday, commenting on the budget execution data as of the end of October, published earlier in the day by the Finance Ministry. 

The Ministry of Finance released the budget execution data as of October 31, 2025. Revenues have increased by BGN 8.649 billion compared with the same period of 2024. The largest contribution to this growth comes from tax and social security revenues, which are BGN 7.3447 billion higher than in the same period of 2024. This is the highest revenue increase achieved in recent years, Petkova said. 

“I would like to take this opportunity to thank our colleagues at the National Revenue Agency and the Customs Agency for their excellent work. Clearly, the measures identified by the Government to counter the gray economy are yielding results,” she added. 

Revenues, grants and donations under the Consolidated Fiscal Programme (CFP) as of October 2025 amounted to BGN 66.782 billion, or 74.0% of the annual plan. Revenues increased by 14.9%  (BGN 8.649 billion) compared with October 2024, the Finance Ministry reported. 

The budget deficit reached BGN 6.59 billion, or 2.98% of projected GDP, as of the end of October. The negative balance under the CFP on a cash basis consists of a deficit of BGN 4.474 billion under the national budget and a deficit of BGN 2.115 billion under EU funds. 

The Finance Ministry notes that in early November the European Commission disbursed BGN 0.86 billion to Bulgaria under the second payment of the Recovery and Resilience Facility. A third tranche of nearly BGN 3.2 billion is expected by the end of the year, which will offset the reported deficit on the EU funds account (over BGN 2.1 billion) and correspondingly improve the CFP balance.
