The Government’s proposal to introduce the Sales Management Software for Retail Outlets measure as part of the 2026 State Budget Act is "another burden on businesses", the Vazrazhdane party said in a press release on Tuesday.
The draft 2026 state budget includes a proposal requiring all merchants who accept cash or card payments to use certified Sales Management Software as of January 1, 2026. The measure aims to ensure full and traceable reporting of sales and to reduce undeclared turnover.
According to the party, the measure represents yet another attempt to complicate and hinder the work of entrepreneurs. “It is absurd that even the smallest shop with a daily turnover of BGN 100 will be required to pay for the software and invest in new equipment in order to use it,” the statement said.
Vazrazhdane argues that the complex functions of the software, such as recording sales, managing stock, issuing fiscal receipts, and automatically storing information, are unnecessary for many small businesses and will only harm small and medium-sized enterprises.
The party describes the measure as part of a “destructive campaign” by the authorities against the middle class, claiming that in their attempt to increase budget revenues, the Government is imposing total control that will “destroy small and medium business in Bulgaria.”
