Government Proposes Ratification of Cooperation Agreement with EBRD

At its regular meeting on Wednesday, the Council of Ministers approved a decision to propose that the National Assembly ratify the Agreement between the Republic of Bulgaria and the European Bank for Reconstruction and Development (EBRD) concerning the Bank’s Cooperation and Activities in the country. The agreement was signed on May 12, 2025, in Brussels.

The EBRD is one of the key investors in Bulgaria. Since it began operations in 1990 through January 31, 2025, the Bank has invested EUR 4.791 billion in financing 307 projects across sustainable infrastructure, finance, industry, trade, and agribusiness.

In its new five-year strategy for Bulgaria (2025–2030), the EBRD will focus on three core priorities: accelerating the green transition; enhancing competitiveness through deeper financial intermediation, strengthening value chains, and encouraging innovation; increasing economic resilience.

As part of its efforts to establish a closer presence in the countries where it operates, the EBRD has begun recruiting technology professionals to be based in Sofia. The newly signed agreement will support the practical implementation of these activities, including staff recruitment, operational management, and follow-up actions related to the deployment of the Bank’s technology centre team.

This development is expected to positively contribute to the growth of Bulgaria’s technology ecosystem and further strengthen the country’s profile as a regional leader in IT services.
