The Council of Ministers on Wednesday adopted a decision proposing that the National Assembly ratify two agreements related to Bulgaria’s participation in the EU for Ukraine Fund. These are the Contribution Agreement between the Republic of Bulgaria and the European Investment Bank (EIB), and the Notice of Accession to the Guarantee Agreement between the initial guarantors, the acceding guarantors, and the EIB.

The agreements, which confirm Bulgaria’s participation in the fund with a guarantee contribution of EUR 10 million, were signed by the Bulgarian side on June 27, 2024, in Sofia, and by the European Investment Bank on July 10, 2024, in Luxembourg.

Through participation in the EU for Ukraine Fund, Bulgaria will indirectly support Ukraine’s recovery and reconstruction efforts by jointly guaranteeing EIB operations with other EU Member States. The initiative will help roll out public and private sector projects focused on rebuilding critical municipal infrastructure and improving access to finance for entrepreneurs in Ukraine.

The issuance of the state guarantee for Bulgaria’s participation is provided for under Article 73 (2) of the 2025 State Budget Act.

The Fund was established as part of the EIB’s EU for Ukraine initiative, launched in March 2023. Its objective is to enable EU Member States, the European Commission, and other international donors to support Ukraine’s recovery. The fund finances public and private sector projects, with a primary focus on municipal infrastructure such as schools and hospitals, transport networks, water and wastewater treatment facilities, digital and cybersecurity capacity, and improved access to finance for Ukrainian entrepreneurs.

The EU for Ukraine Fund is financed by EU Member States. To date, 16 countries have joined the initiative.
