"Legal Barometer" Finds Many Laws Amended More than Once in H2 of 2023

The Bulgarian Parliament adopted 51 acts amending and supplementing 43 laws between July and December 2023, according to the latest issue of the Legal Barometer. In six months, 34 out of 43 laws were amended more than once - a 12-year high at 79%.

These findings were presented in Sofia on Tuesday. 

The Excise Duties and Tax Warehouses Act was the most amended and supplemented - seven times, said the project manager, Prof Daniel Valtchev. The Social Insurance Code, the Judicial System Act, the Health Act, the Health Insurance Act, the Public Procurement Act, the Tax and Social-Insurance Procedure Code and the Corporate Income Tax Act were amended five times. Five more laws were amended and supplemented four times in the second half of 2023.

The latest issue is themed "Public Enterprises". Tania Bouzeva, Associate Professor of Civil and Commercial Law at Sofia University and Managing Partner of Bouzeva & Partners is special guest.

The Legal Barometer is a civil initiative for periodic monitoring, analysis and assessment of the condition and development of the legal system. The project was launched late in 2010 by the Centre for Legal Initiatives. The team comprises lawyers experienced in legislation and legal practice, university professors, doctoral students and undergraduates from the St Kliment Ohridski University of Sofia. The Legal Barometer is issued twice a year.
