site.btaParliament Passes on First Reading Paper-to-Electronic Documents Transition in Public Financial Inspection Agency
The order for assignment of financial inspections and the documents related to the reflection of their results - report, written opinion and reasoned written conclusion, should be possible to be created as an electronic document, according to the amendments to the Public Financial Inspection Act that Parliament approved in the first vote at its extraordinary sitting on Tuesday.
The amendments were proposed by the Council of Ministers. The deadline for proposals was reduced to three days at the request of Continue the Change-Democratic Bulgaria (CC-DB), which said it would submit proposals to improve the transparency of the documents of the Public Financial Inspection Agency (PFIA).
The amendments provide for the possibility to submit, present and send documents electronically. The transition from paper to electronic documents will speed up and increase the efficiency of PFIA's financial inspection proceedings, the proposal's reasoning reads.
The transition to electronic documents and the use of means for their electronic dissemination will be carried out in accordance with the Electronic Document and Electronic Certification Services Act, the e-Government Act, as well as amendments to procedural laws regarding the use of the Secure Electronic Service System.
Other changes update the amount of the administrative penalty imposed under the Public Financial Inspection Act, as the fines have not been updated for more than nine years, the reasoning states. Thus, in the exercise of inspection activities under this Act, guilty officials, as well as persons working under civil management and control contracts, if the act does not constitute a crime, will henceforth be punished with a fine of BGN 500 to BGN 3,000, instead of the current BGN 200 to BGN 2,000. The fine for failure to provide financial inspectors with access to office premises and documentation will be between BGN 200 and BGN 1,500, up from BGN 200 and BGN 1,000.
