The National Assembly approved two bills to amend the Condominium Management Act on first reading Friday. One was tabled by the Council of Ministers, the other by Ilaylo Mirchev MP of Continue the Change – Democratic Bulgaria and a group of members of Parliament.

The bill tabled by the Government implements a reform to ease a promote the efficiency of investments in energy efficiency in condominiums, set down in the Recovery and Resilience Plan.

With the amendments it is proposed that the General Meeting be held in person, by videoconference, as well as in absentia by a declaration signed personally or with a qualified electronic signature. In order to facilitate the decision-making process, the bill provides for reducing the quorum for holding a General Meeting to 51% of the undivided shares of the common parts of the condominium.

The bill also introduces a public electronic register of professional managers, management boards and owners' associations at the Ministry of Regional Development and Public Works.

The bill, tabled by Ivaylo Mirchev and a group of MPs, aims to increase energy autonomy, promote the use of electric cars and reduce the administrative burden of building a charging point in a co-owned property.
