Parliament Ratifies Extension of JEREMIE Framework and Financial Agreements Until End-2035

Parliament on Friday adopted at first and second reading in a single sitting a bill ratifying amendments to the Framework Agreement and the Financial Agreement between the Government of Bulgaria and the European Investment Fund (EIF) concerning the implementation of the JEREMIE Initiative in Bulgaria.

The amending agreements were signed on December 22, 2025. Their conclusion is required due to the expiry of the EIF’s mandate on December 31, 2025, according to the explanatory memorandum to the bill.

The JEREMIE Initiative has made a significant contribution to the development of financial instruments in Bulgaria and to improving access to financing for small and medium-sized enterprises (SMEs).

The main objective of the ratification is to ensure the legal validity of the signed agreements extending the duration of the Framework and Financial Agreements until December 31, 2035. This guarantees the continued management of the JEREMIE Holding Fund by the European Investment Fund, creates conditions for reinvesting recycled resources through new financial instruments, and ensures continuity, stability and predictability in support of SMEs, as well as innovative and high-tech sectors of the economy, the explanatory memorandum states.
