Outgoing PM Highlights Progress in Bulgaria-US Strategic Dialogue

The strategic partnership between Bulgaria and the United States and the strengthening of bilateral ties in the fields of defence and energy were the focus of the talks between outgoing Prime Minister Rosen Zhelyazkov and US Congressman in the House of Representatives Pat Fallon, the Government Information Service reported here on Monday.

During their meeting at the Council of Ministers, Zhelyazkov highlighted Bulgaria’s consistent actions to maintain the upward trajectory of the partnership with the US and the efforts to achieve the shared goal of global and regional peace, stability, and prosperity.

Zhelyazkov recalled the successful third session of the Bulgaria–US Strategic Dialogue, which took place at the end of 2025. The forum marked significant progress in developing bilateral cooperation in key areas such as energy diversification, defence, security, trade, and investment, and also reached an agreement to elevate the strategic partnership to an even higher level.

The outgoing Prime Minister placed particular emphasis on cooperation in the field of security and defence. According to him, this is the backbone of the strategic partnership between Bulgaria and the US. "We highly value the consistent US support for the modernization of the Bulgarian Armed Forces and the acquisition of new capabilities," Zhelyazkov stated. He further noted that the implementation of joint projects in this strategic area is directly linked to Bulgaria’s fulfillment of the declared commitments under NATO’s Capability Packages.

Zhelyazkov also highlighted Bulgaria’s efforts to strengthen national and regional energy security and connectivity in Southeastern Europe. “Energy security has never been more important for economic growth, stability, resilience, and prosperity. In this context, close cooperation with the US aims to ensure diversified and sustainable energy supplies,” he said. Zhelyazkov reaffirmed the country’s commitment to work with the US on the successful implementation of the joint project for Units 7 and 8 of the Kozloduy Nuclear Power Plant using the advanced AP1000 technology of Westinghouse. This will enhance Bulgaria’s role as a regional energy hub and create excellent additional incentives for economic growth.

According to Zhelyazkov, Bulgaria’s inclusion in the US Visa Waiver Program has long been a national priority, enjoying broad public and political consensus. As a result of consistent and targeted efforts by Bulgarian institutions, in close and constructive cooperation with US partners, the country has achieved sustainable and clearly measurable progress in meeting the requirements for membership. Just a few days ago, the lowest-ever refusal rate for tourist and business visas was announced, a key indicator within the framework of the programme.

On January 22 in Davos, Zhelyazkov signed the US President Donald Trump Board of Peace initiative on behalf of Bulgaria.
