A reduction of what some people call the "outrageous increase" in the salaries of the security services and the judiciary ("the batons of power") to 5%, which is the planned rise for the other state institutions, is being proposed by Continue the Change (CC) with amendments submitted between the first and second readings of the draft state budget for 2026, the party press office said on Tuesday.

Among CC's proposals is also lowering the cap on new government debt in 2026 by EUR 2 billion, an amount for which "there is no explanation of how it will be spent". They also envisage limiting the annual amount of bonuses for a civil servant to the level of a minister's monthly salary and cutting unfilled staff positions so that the money for them cannot be used for bonuses. Other amendments to the draft law would remove the increase in taxes and social security contributions while keeping a 3% government deficit. CC also propose that the contributory income cap be raised by BGN 300 instead of BGN 470.

The party opposes the introduction of computer software for sales management in retail outlets (SUPTO) approved by the National Revenue Agency. This would lead to huge costs for each business without producing revenue for the treasury, the statement said.

Another proposal is to raise once again the threshold for VAT registration from BGN 100,000 to BGN 166,000. This would significantly ease the burden on small and medium-sized businesses, CC believe. They also propose that food vouchers should rise from BGN 200 to BGN 300.
