As at end-August 2025, the Consolidated Fiscal Programme (CFP) budget deficit reached BGN 5.215 billion or 2.4% of the projected GDP, the Ministry of Finance reported on Wednesday. It was formed by a national budget deficit of BGN 3.4 billion and an EU funds deficit of BGN 1.815 billion.
Revenues from the second and third tranches of the Recovery and Resilience Facility are expected to amount to over BGN 4.4 billion in the fourth quarter, which will offset the accumulated deficit in the EU funds accounts and improve the CFP balance.
On Tuesday, the Fiscal Council presented a forecast according to which the country's budget deficit could reach BGN 9.4 billion, or approximately 5.1% of GDP, by the end of 2025. According to Fiscal Council member Lyubomir Datsov, the deficit could reach approximately BGN 9.4 billion, or about 5.1% on a cash basis, by the end of the year if all revenues and expenditures in this year's budget are met.
