A bill to amend and supplement the Constitution of the Republic of Bulgaria got 161 votes in favour, 67.1% of the possible 240 votes possible, and 57 against. There were no abstentions. After the vote, National Assembly Chair Rosen Zhelyazkov announced that the motion did not garner the necessary 75% to pass at first reading, however, it did garner more than two-thirds, meaning that the bill can be tabled again no sooner than two months from October 6 and no later than five months from the same date.

The main highlights of the bill include structurally reforming the Supreme Judicial Council, reforming the prosecution service, the procedure to form a caretaker cabinet, the way that senior public officials and independent regulatory bodies are elected.

The Friday debate in Parliament lasted more than seven hours.
