site.btaCabinet Approves Introduction of Anti-Corruption Measures Targeting High-Risk Civil Service Positions

The Council of Ministers Wednesday approved amendments to the Civil Servants Act that aim to implement a stage of measures to counter corruption and increase integrity under the National Recovery and Resilience Plan.

A mechanism is being introduced to conduct integrity checks of civil servants occupying positions with a high risk of corruption within the administration. These checks will be carried out upon appointment, promotion to a higher position, and following a substantiated recommendation by the inspectorate approved by the appointing authority. The identification of positions exposed to a high risk of corruption is intended to prevent corrupt practices before they occur, particularly because the decisions made by officials in such positions are often not subject to oversight or approval by an independent body, thereby increasing the influence of subjective factors.

Other amendments to the Act strengthen the role of the scholarship programme in the public administration by introducing more flexible arrangements for its implementation. The aim is to attract and retain young professionals and to address the shortage of experts with specific areas of expertise within the administration.

Furthermore, the changes are intended to improve the strategic focus and regulatory framework governing the professional and career development training delivered by the Institute of Public Administration.

The amendments also introduce the possibility of remote work in response to evolving social and administrative conditions and the level of development achieved by the public administration, while ensuring alignment with modern organizational standards.
