The College of the European Public Prosecutor's Office (EPPO) on Wednesday imposed the disciplinary penalty of "reprimand" to Bulgarian European Prosecutor Teodora Georgieva, the EPPO said in a press release.

This decision, adopted in accordance with the EU Staff Regulations, concludes the disciplinary proceedings against Georgieva, after having been found guilty of serious misconduct in the framework of ongoing EPPO investigations.

The penalty follows a reasoned opinion of the Disciplinary Board for members of the College, composed of high-ranking officials, or former officials, of the European institutions and issued on January 5, 2026, which unanimously found Georgieva guilty of the disciplinary misconducts identified by an administrative inquiry panel appointed by the College and issued the recommendation to reprimand. 

Wednesday's decision comes after the College, on February 25, 2026, found Georgieva guilty of three disciplinary misconducts, in the framework of EPPO investigations, but suspended its deliberations on the penalty to be imposed and sought the opinion of the European Parliament, the Council and the European Commission with regard to the possibility of an application before the Court of Justice, in accordance with the EPPO Regulation, with a view to dismiss the European Prosecutor. 

Considering that Georgieva's term comes to an end on July 28, 2026, as well as the opinions of the three institutions, the College found appropriate to conclude the disciplinary proceedings by imposing the penalty of "reprimand".

On September 25, 2025, European Chief Prosecutor Laura Kovesi notified the European Parliament, the Council of the EU, and the European Commission about a decision of the EPPO College to initiate disciplinary proceedings against Georgieva, as a result of which she remained temporarily suspended from her position for the duration of the disciplinary proceedings. This decision followed an EPPO announcement of March 26, 2025 that its College had decided to open an administrative enquiry into possible wrongdoing by the Bulgarian European Prosecutor in the framework of an ongoing EPPO investigation.

Before her appointment as European Prosecutor of Bulgaria in July 2020, Teodora Georgieva was judge at the Sofia City Administrative Court and, before that, a prosecutor at the Sofia Regional Prosecution Office and the Sofia District Prosecution Office.
