At the start of Monday's extraordinary meeting of the National Council for Tripartite Cooperation (NCTC), Finance Minister Galab Donev commented on the draft 2026 state budget: "This budget does not include our policies, but in preparing it, we are beginning to apply the principles for which we earned the voters’ trust - realism, honesty, accountability, responsibility, normalization, a balanced approach, and the preservation of rights and incomes." At the meeting, the social partners discussed the draft 2026 budgets of the State, the National Health Insurance Fund (NHIF), and public social insurance.
The skillful stabilization of public finances without drastic measures is a necessary condition for the transition to the 2027 budget, which will incorporate the Cabinet's policies, the Finance Minister noted.
Donev said the Government had heard the criticism regarding the lack of sufficient ambition and boldness in the 2026 budget, as well as the concerns of the protesting civil servants. The issues they chose to raise at Monday's protest will now be discussed within the framework of the tripartite dialogue, he specified.
Expectations for this year’s budget vary and are often unrealistic, according to Donev. "We are listening to every opinion and carefully considering every proposal," he assured those in attendance.
Earlier on Monday, trade unions from both the Confederation of Independent Trade Unions in Bulgaria (CITUB) and the Podkrepa Confederation of Labour held a protest in front of the Council of Ministers building. They are against the draft state budget, which they say will lead to cuts in personnel expenses and shift the burden of social security contributions onto civil servants.
On June 24, Finance Minister Donev presented the main parametres of the state budget. The updated medium-term budget forecast for the 2026-2028 period was also published on the Ministry's website.
