The 2026 State Budget Bill will be submitted to the Council of Ministers for consideration on July 1 and sent to the National Assembly later the same day, Deputy Prime Minister and Finance Minister Galab Donev said on Bulgarian National Television on Thursday.
The Finance Minister rejected claims that social payments are set to be frozen. He said pensions will continue to be updated under the so-called Swiss rule, which adjusts pensions by 50% of the previous year's inflation and by 50% of the growth of the average contributory income. Also, the range of families eligible for child allowances will be expanded. Regarding the minimum wage, Donev said that a mechanism for determining it is being prepared and will be applied in drawing up the 2027 budget.
He also said that no tax increases or changes to the tax system are envisaged in 2027.
"A major administrative reform lies ahead, but we will carry it out following an in-depth functional analysis, so that we can introduce much more digitization and artificial intelligence, enabling people to receive faster and more accessible services," the minister said.
