The Central Election Commission (CEC) has not received any reports of serious pre-election violations, CEC Deputy Chair and spokesperson Rositsa Mateva said at a briefing for journalists on Tuesday. She participated in the CEC’s Open House, during which students who have reached the age of majority and will be voting for the first time in the upcoming parliamentary elections learned how to cast their vote using paper ballots and voting machines.

The CEC has received reports of pre-election campaigning in foreign languages on social media, but according to the Election Code, social media posts cannot be monitored by the CEC because they are not considered a media service and therefore remain unaddressed, Mateva said.

Responding to a question about reports of EUR 1 million seized during Interior Ministry operations against vote-buying, Mateva said that there is no information regarding a sum or the number of individuals registered at a single address. 

"We have four addresses in the country where 97,000 Bulgarian citizens are officially registered who had no permanent address when they acquired Bulgarian citizenship," the CEC spokesperson added. She explained that one of them is in Sofia’s Sredets district and three more are in Blagoevgrad. Mateva noted that these are citizens of the Republic of North Macedonia who did not provide an address in the country when they acquired Bulgarian citizenship.

Mateva said that there will be no change in the voting procedure for the upcoming elections compared to the past five years. She added that the regional election commissions consist of nine members, corresponding to the nine parties in parliament.
