site.btaSofia Municipal Council Approves Mayor Terziev's Proposed Structure of Sofia Municipality
The Sofia Municipal Council voted, 31-3 with 15 abstentions, to approve Mayor Vassil Terziev's proposal to restructure Sofia Municipality on Thursday. The proposal was previously rejected twice in November. The main objective is to reform the organizational structure of the municipal administration so as to make it more efficient, predictable and coordinated.
According to the mayor, the administration's structure is undergoing review following an analysis of functions, processes and responsibilities, with the aim of minimizing overlap and clarifying the allocation of responsibilities.
One of the key changes is the introduction of the position of Deputy Mayor for Urban Development, which will play a clearer strategic role in the planning and development of the city.
The proposal sets out a redistribution of directorates and departments within the administration, alongside the establishment of specialized units in key areas. These include an Internal Audit Directorate, an Anti-Corruption Inspectorate Department, a Strategic Communications and PR Directorate, a Mayor's Office Directorate, and an Information Security Officer.
Directorates and departments subordinated to the Municipal Secretary will include Administration Modernization, Management and Maintenance of Administrative Buildings, incorporating an Energy Efficiency unit, Human Resources, Registry and Archives, and the Administrative Services Centre.
The changes will not result in an increase in staff numbers as the municipality will work with the same number of employees, but more efficiently. The new structure will be in place from January 1, 2026.
