The expenditure on pensions as at October increased by more than BGN 2 billion compared to the same period last year, according to data from the National Social Security Institute (NSSI).

As at October 2025, total revenues in the consolidated budget of state social security reached BGN 12,399.9 million, or 81.5% of the annual plan. This is an increase of BGN 1,637.2 million compared to the same period in 2024.

Expenditures for the period totalled BGN 22,396.8 million, representing 81.8% of the annual plan and marking an increase of BGN 2,207.2 million from last year.

Pensions continue to make up the largest share of spending, amounting to BGN 19,859.2 million, or 82.4% of the planned amount for the year. This is BGN 2,040.5 million, or 11.5%, more than during the same period in 2024.

The number of pensioners in October 2025 reached 2,061,409, an increase of 12,553, or 0.6%, compared to October 2024. The average monthly pension for October was BGN 1,006.92, up BGN 76.97, or 8.3%, from a year earlier.

The second-largest category of expenditures in the consolidated budget is cash benefits and allowances under the Social Insurance Code. These totalled BGN 2,377.2 million as of October 2025, or 77.3% of the annual plan - an increase of BGN 158.8 million compared to the same period in 2024. Reported net transfers under the consolidated budget totaled BGN 10,046.1 million.

Revenues in the Teachers' Pension Fund reached BGN 119.8 million as at October 2025, or 86% of the annual plan - up BGN 18 million from a year earlier. Expenditures amounted to BGN 98.3 million, or 78.8% of the plan, which is BGN 14 million more than in the same period of 2024.

As at September, total expenditures under the state social security budget exceeded BGN 20 billion, with pensions once again accounting for the largest portion, the NSSI said.
