site.btaParliament to Discuss Second Reading Amendments to Energy Efficiency Act
Parliament is expected to discuss on Wednesday the amendments to the Energy Efficiency Act at second reading, according to the draft programme of the National Assembly for this week.
The bill was introduced by Pavela Mitova of There Is Such a People, Dragomir Stoynev of BSP – United Left, Delian Dobrev of GERB - UDF, and Stanislav Anastassov of the Movement for Rights and Freedoms – New Beginning. The amendments were adopted at first reading on October 31.
The amendments create a National Decarbonization Fund by transforming the Energy Efficiency and Renewable Energy Sources Fund. The National Decarbonization Fund is envisioned as the main financial structure in support of Bulgaria’s building stock.
The draft agenda includes the second reading of amendments to the Health Insurance Act and the Criminal Procedure Code (CPC). This week, parliament is expected to consider at first reading four other bills amending the CPC, submitted by opposition MPs. CPC amendments, which would ensure the effectiveness of criminal proceedings, are a prerequisite for the third Resilience and Recovery Plan payment to Bulgaria.
The first item on Thursday is expected to be the first reading of two bills amending the Environmental Protection Act. One was submitted by Vazrazhdane Floor Leader Kostadin Kostadinov and a group of MPs, the second by GERB-UDF MP Nikolay Nankov and a group of MPs. The programme also foresees the continuation of the first reading of amendments to the Ministry of Interior Act, as well as the first reading of amendments to the National Service for Protection Act and the Labor Code.
The first item on Friday’s agenda is blitz control, which was supposed to take place last Friday, but was postponed. Prime Minister Rosen Zhelyazkov, as well as Deputy Prime Ministers Tomislav Donchev, Atanas Zafirov, Grozdan Karadjov are expected to answer MPs' topical questions. The regular parliamentary question time will follow.
