The caretaker Cabinet has referred to the Constitutional Court Parliament’s resolution instructing the government to submit a bill of ratification of Bulgaria's accession, as a founding State, to the Charter of the Board of Peace, caretaker Foreign Minister Nadezhda Neynsky said on Nova TV on Sunday.

“We will await the Constitutional Court’s decision,” Neynsky said, adding that she considers the resolution “legally untenable.”

Last week, caretaker Prime Minister Andrey Gurov said that the matter would be referred to the court.

On regional security, Neynsky condemned the blocking of freedom of navigation in the Strait of Hormuz, calling it “absolutely unacceptable under all international agreements and laws.” She noted that many observers say that the war against Iran will largely be decided in the Strait of Hormuz. Neynsky added that what Iran has been doing in recent weeks is trying to expand the conflict by launching missiles at the Gulf states.

Bulgaria is in the process of joining a political declaration of readiness to participate in international efforts to ensure freedom of navigation in the Strait of Hormuz and stabilize energy markets, Neynsky said. She clarified that this does not involve participation in clearing or demining operations but signals that "we support efforts to ensure that commercial shipping is not obstructed." The Minister said the global economy depends on keeping the Strait of Hormuz open.

As to oil and gas supplies, Bulgaria faces no issues, she said. "We do not receive oil products through the Strait of Hormuz but via the Black Sea. We have long-term contracts with Azerbaijan, which are priced much lower than the current oil market rates. It is the responsibility of the executive authorities to monitor and sanction any speculation that may arise during such periods. Speculators always try to take advantage of the situation," Neynsky added. "We also have liquefied natural gas (LNG) through LNG terminals—sufficient quantities of natural gas," she added, noting that Bulgaria has guaranteed supplies for the next two to three months.

At the end of the week, Neynsky is scheduled to meet with Turkiye’s foreign minister to discuss the potential impact of a refugee influx.

Neynsky noted that the United States and Israel had not held preliminary consultations with allies and partners on the attack against Iran. "Neither NATO nor the European Union is currently participating in this war," she said.
