Peace Agreement for Ukraine Must Be Backed by Strong Security Guarantees, Says Bulgarian Parliament Chair

Bulgaria welcomes all efforts aimed at achieving a lasting peaceful solution for Ukraine, National Assembly Chair Raya Nazaryan told Ruslan Stefanchuk, Chair of the Verkhovna Rada of Ukraine, the parliamentary press service reported on Monday. Their discussion took place during the Fourth Parliamentary Summit of the Crimea Platform in Stockholm.

Nazaryan stressed that the active engagement of the US President Donald Trump’s administration in ending Russia’s full-scale aggression against Ukraine has been crucial. "This illegal aggression must end with a comprehensive, fair and lasting peace based on international law. No decisions regarding Ukraine’s sovereignty should be made without Ukraine. No decisions regarding European security should be made without the European Union," she said.

The National Assembly Chair added that any peace agreement must be accompanied by strong and reliable security guarantees for Ukraine, designed to deter future Russian threats while taking into account the interests of both Ukraine and Europe, as they are most directly affected by the war.

Bulgaria supports Ukraine’s European integration based on the principle of own merits, which serves as the most effective guarantee of regional stability, security, and prosperity, Nazaryan said. She expressed Bulgaria’s readiness to share experience in the complex process of transposing and implementing relevant EU law and to ensure the successful conduct of reforms in key areas, including the rule of law, anti-corruption measures, administrative and institutional reform, and the rights of national minorities.

Nazaryan noted that the EU’s 19th sanctions package against Russia demonstrates the Union’s ability to significantly intensify pressure on Moscow. “Our message is clear - aggression has a cost, and it will continue to rise until Russia ends its military actions in Ukraine,” Nazaryan said.

Stefanchuk thanked Bulgaria and the Bulgarian people for their consistent support. He emphasized that future joint efforts could expand to cover the long-term recovery and reconstruction of Ukraine, including infrastructure development and economic restoration.

Earlier on Monday, during the summit, Nazaryan said that Ukraine’s European path is a choice reflecting the interests of both the Ukrainian people and the EU. She said that Bulgaria remains committed to working within the EU and NATO alongside US partners to ensure that any future agreement is sustainable, properly implemented, and provides Ukraine with the security guarantees it requires.
