The implementation of Bulgaria’s euro adoption plan is progressing according to schedule and no problems have been identified so far, Prime Minister Rosen Zhelyazkov said on Wednesday during a news briefing on the cabinet’s governance programme implementation.

Zhelyazkov emphasized that the [2025] State Budget Bill was drafted and adopted quickly, with clear parameters in compliance with the Public Finance Act and the Maastricht criteria, aligned with the government's key priority – Bulgaria's accession to the Eurozone on January 1, 2026.

The government also approved and submitted Bulgaria’s national medium-term fiscal-structural plan (MTP) to the European Commission within the deadline. "Yesterday [*Tuesday], the Commission issued a positive assessment of this plan, which marks progress toward meeting our commitments for predictable and effective public finance management," the PM said.

He also reported that measures are underway to increase revenue collection and combat the grey economy. Revenue for the current period equals nearly BGN 1.1 billion, a 7% increase compared to the same period last year. Zhelyazkov highlighted ongoing inspections by the Customs Agency, the Interior Ministry, and the State Agency for National Security, including targeted monitoring of the production and storage of liquid fuels, high-alcohol spirits, cigarettes, and retailers of excise goods.

The list of high fiscal risk goods has been expanded to include construction materials, new and used vehicles, auto parts, among other related products. According to Zhelyazkov, this measure is expected to prevent tax evasion schemes and generate approximately BGN 1 billion in revenue.
