The Bulgarian Ministry of Electronic Governance will require all public officials to use qualified electronic signatures (QES), Minister Valentin Mundrov announced Thursday after meeting with the Association of the Industrial Capital in Bulgaria (AICB). The measure aims to boost cybersecurity, reduce misuse, and ensure traceability in digital systems used for public services, document workflows, and registries.

“Most systems are vulnerable. QES provides two-factor authentication and stronger protection,” said Mundrov.

The AICB supports the move, highlighting its potential to improve transparency and reduce unfair practices in public administration.

Mundrov also announced plans to eliminate paper-based sick leave certificates and presented a new digital platform for work and residence permits, easing the hiring of foreign workers.

He stressed the importance of continued state-business cooperation in reducing red tape and advancing public sector digitalization.

Earlier this year, the government committed to a fully electronic internal document flow in all executive institutions, ending the use of paper for official administrative processes.
