The government approved a draft cybersecurity memorandum between Bulgaria and Albania as a basis for negotiations on Wednesday, the Government Information Service said.

The proposed Memorandum of Understanding between Bulgaria's State Agency for National Security (SANS) and Albania's National Cybersecurity Authority would establish a framework for cooperation aimed at strengthening cybersecurity capabilities and resilience.

The document would not create rights or obligations under international law and would be signed by the SANS Chair without subsequent ratification or promulgation.
