site.btaPM Radev Orders Digital Information Map Across State Institutions
During parliamentary question time on Friday, Prime Minister Rumen Radev said he has ordered the preparation of a clear architectural map of the digital information system that is exchanged between institutions. He was responding to a question from the parliamentary group of the Movement for Rights and Freedoms regarding the SIGMA public procurement platform.
"Besides stealing from asphalt, it has become highly profitable to steal from software and hardware supplies," the Prime Minister said. He noted that "over the years, huge amounts of money have flowed to various companies and small firms for software services."
Radev added that the Ministry of Innovation, together with Information Services, had developed the SIGMA system, through which the State would take this important control over public procurement into its own hands. The system is open-source, and its code cannot be tampered with from outside, Radev noted.
An inspection will be carried out regarding the protection of the open-source code, the Prime Minister said, and added that Innovation Minister Ivan Vasilev could provide further information on the matter to Parliament.
Regarding the operation of the Council of Ministers' information system, Radev assured lawmakers that it is functioning, but has problems "because everything in 2025 was transferred to Information Services, and the Council of Ministers has no independence or capacity to maintain its own system."
The Prime Minister said that creating an architectural map of the digital information system exchanged between institutions would make it clear where information originates, who processes it, to whom it is transmitted and where it is stored.
Radev noted that Information Services is becoming a monopolist and the custodian of information flowing through all State networks. "We are working to put things in order, establish clear safeguards and criteria, so that information can be reliable and sufficient for citizens at all times and, last but not least, properly protected," the Prime Minister said.
