site.btaCabinet Will Propose Restoring President's Powers to Appoint Caretaker Government

The Government will propose restoring the President's powers to freely appoint a caretaker cabinet, Prime Minister Rumen Radev said Monday. He was speaking at a presentation of the Justice chapter of the Governance Programme of the Republic of Bulgaria for 2026-2030.

Justice Minister Nikolay Naydenov also took part in the presentation.

Radev said the proposal would allow the President to freely choose a caretaker government, unlike under the current arrangements. “This leads to distorted results,” the Prime Minister said. 

He added that it is currently impossible to see what happened during the process of selecting the caretaker governments. "When the President's hands are tied, the procedure almost came to a standstill," Radev said.

In late 2023, the Constitution was amended whereby limiting the President's powers when appointing a caretaker cabinet. The revisions oblige the head of State to choose a caretaker prime minister among a short list of individuals.
