site.btaUPDATED PM Praises Governance Programme as Enforcing De-Oligarchization, Upholding the Rule of Law
Speaking at the start of the Council of Ministers' sitting on Wednesday morning, Prime Minister Rumen Radev said that on Wednesday, the government will be adopting its governance programme, which is a set of policies aimed at de-oligarchization, upholding the rule of law, streamlining the administration, and ensuring security, healthcare, incomes and care in old age for Bulgarians, as well as opportunities for young people. The programme is set to be published later Wednesday.
Radev added: "Our goal is also to replace the now-obsolete model of development, based on consumption, distribution and cheap labour, with a new model of accelerated economic development through actively attracting investment, reducing regulation and supporting Bulgarian businesses by boosting productivity and developing export-oriented high-tech manufacturing." He noted that the dynamic environment will force the government to make many other decisions that cannot be foreseen, however, these are the challenges faced by any administration.
The Prime Minister reported: "We will also adopt the investment programme for municipal projects, through which we are establishing transparent conditions for funding. Although we found nothing but debts and unpaid projects there, we are also providing funding for Bulgarian municipalities."
Later Wednesday, Deputy Prime Minister and Minister of Finance Galab Donev told a press briefing that the government's policy programme was adopted the same day. The National Assembly is already working on its legislative programme, and next on its agenda is the Civil Servants Act, which must be passed within an extremely short timeframe. A regulation that meets the requirements of the National Recovery and Resilience Plan must also be adopted to secure the expected results for the final payment under the plan.
Donev reported that the Labour Code, as well as a number of other bills, must be tabled in the National Assembly, and that discussions on these will begin from the very first day after Parliament's recess. These include the Fiscal Council Act and legislation that will mark the start of a series of reforms in public administration and fiscal rules.
The Minister gave assurances that the National Assembly's work is on track and expressed hope that the entire package of necessary bills will be passed by the end of the year.
