Transport and Communications Minister Georgi Peev believes that the biggest problem with Bulgaria's road safety control system is its fragmentation. "There are many institutions, ministries and municipalities dealing with different parts of the system, but no integrated database exists that can also be used for prevention," Peev told a round-table discussion in Sofia on Tuesday.
The discussion was titled "Road Safety, Risk Assessment and Effective Management of Public Resources", and was organized by the Democratic Bulgaria coalition in the National Assembly.
"When assessing risk, you need to know where you are starting from and what your baseline is. That is why we need to work with figures, data and statistics, process them properly and then use them to introduce measures," Peev explained. He said that too much emphasis is currently placed on penalties, while prevention and preventive measures were not receiving enough attention, adding that comprehensive solutions were the most important.
Peev stressed that improving road safety is an absolute priority for the government. "This issue is above party politics, and anyone who turns it into a partisan matter will make a serious mistake," Peev said. He added that the government welcomed all constructive initiatives such as this one.
