site.btaSofia Municipality Revokes Vrabnitsa Mayor's Construction Oversight Powers

Sofia Municipality Tuesday revoked the delegated powers of Vrabnitsa Borough's Mayor Rumen Kostadinov and chief architect following identified violations in construction oversight, Sofia Municipality said Tuesday.

The measure is preventive and ensures that construction control and investment project approvals in the district will be handled directly by Sofia Municipality until the relevant authorities complete their reviews. The aim is to ensure legal compliance, prevent further doubts about administrative procedures, and protect the public interest, the Municipality emphasized.

The decision follows a series of inspections related to construction activities near the village of Voluyak. A municipal investigation found violations and failures by the district administration in carrying out its responsibilities, including shortcomings in construction supervision that allowed works to continue despite grounds for intervention.

The findings were sent to the Sofia City Prosecution Office, the National Construction Control Directorate, and the Culture Ministry for further action. The Municipality noted that the issued construction permits were granted by the competent authority, properly notified, and had entered into force.

The identified violations concern administrative oversight and do not automatically mean that the buildings are illegal; the legality of each construction project will be assessed separately.
