site.btaResearch Shows Increased Online Reporting Activity by Institutions
The results of an analysis of Access to Information Programme (AIP), conducted in the period March 30 – April 30, 2026, were presented at a web-conference on Friday. The research was aimed at assessing how public authorities fulfill their obligation, in relation to the Access to Public Information Act, to actively post information online and to respond to application forms for digital access to data.
An AIP expert group examined and assessed the websites of 293 executive bodies with their regional structures, and independent public authorities.
According to research data, 97% of the websites describe functions and powers of the respective institutions, which is a higher rate than the one reported back in 2024, which amounted to 92%. Some 66% of the authorities have their data registers uploaded, while 34% do not offer access to this information. Most of the public bodies (70%) provide an e-version of their development plan. The analysis stresses that 90% of the institutional websites granted reports on the respective public body’s activities which is slightly higher than the result of the same criteria in 2024.
Some 76% post explanatory details in terms of usage of information - an increase, in comparison with previous research results. Moreover, institutional internal rules for access to information were posted on 90% of the websites.
Some 30% of the websites give an address to the official figure, responsible for fulfillment of the Access to Public Information Act in their institution.
During the research period, 293 application forms were sent to authorities requesting the provision of an updated list for 2026 of the categories of information subject to online publication within the scope of the respective administration’s activities, as well as the formats in which that information is available.
The results of AIP’s 2024 survey indicate that 490 of the institutions to which electronic applications were submitted responded within the statutory deadline, 37 responded after the deadline, and responses from 33 institutions are still pending.
