Minister of Justice Georgi Georgiev said in a Facebook post on Friday night that the US government's act allows companies from the Lukoil group to continue their activities, and all natural and legal persons in Bulgaria can carry out commercial operations and transactions, including payments under existing and new contracts, with Lukoil Neftohim Burgas, Lukoil Bulgaria, Lukoil Aviation Bulgaria EOOD, Lukoil - Bulgaria Bunker EOOD, and their subsidiaries.
Georgiev wrote: "This ensures both the stability of oil supplies and prices for Bulgarian citizens and Bulgarian businesses, which is our main goal. The deadline is the standard duration for the procedure - from November 14, 2025, to April 29, 2026, with the possibility of extension."
According to the Minister, the licence received from the Office of Foreign Assets Control at the United States Treasury Department to continue the activities of the Lukoil group is the result of active cooperation between the Bulgarian government and the US authorities and of an intensive dialogue over the past few weeks.
Georgiev added that the reforms adopted to ensure the management of the group's cash flows by expanding the powers of the special commercial administrator appointed by the National Assembly were important for this process.
The UK also issued a special licence allowing the business to continue working with two Bulgarian subsidiaries of the sanctioned Russian oil company Lukoil. The licence, issued by the Office of Financial Sanctions Implementation at HM Treasury, allows payments and economic resources to be transferred to and from the Bulgarian companies under existing or new contracts until February 14, 2026.
