EC Approves EUR 16 Mln Second Tranche for North Macedonia under Western Balkans Reform and Growth Facility

The European Commission (EC) approved the second disbursement of funds for the Republic of North Macedonia under the Reform and Growth Facility for the Western Balkans, North Macedonia's Ministry for European Affairs reported on Friday. This decision approves a total net amount of EUR 16 million in the form of non-repayable financial support and loan support. Of this amount, EUR 7.4 million is paid directly to the state budget, while the rest is intended for financing infrastructure projects through the Western Balkans Investment Framework (WBIF).

The EC decided that North Macedonia meets the general preconditions and conditions for the release of funds, which are related to democratic governance, the rule of law, macroeconomic stability and public finance management. The Commission's assessment includes the steps of the 2024-2027 Reform Agenda with a deadline for implementation by June 2025. Of a total of 16 steps, North Macedonia has reported nine as completed, while the EC has assessed that four of these steps have been satisfactorily implemented - three in the area of digitalization and one in the business environment, related to inspections.

The completed activities include the adoption of a new law on the security of networks and information systems, in line with the European Cybersecurity Directive; a new law on electronic documents, electronic identification and services; and a law establishing a framework for electronic archiving in public administration. The EC also confirmed significant progress in combating the grey economy, through an increased number of inspections by labour and market authorities.

For the steps not yet fully implemented, the Commission has set a grace period for completion until June 2026.
