site.btaLabour and Social Policy Minister at International Labour Conference: Work Is Key to Overcoming Inequalities


Addressing the 113th session of the International Labour Conference in Geneva, Labour and Social Policy Minister Borislav Gutsanov said: "Huge inequalities persist both at the national and global levels. The gap between rich and poor is widening, creating a divide that encompasses not only incomes but also access to healthcare, education and living conditions. The best way to address these disparities is through work."
In his capacity as head of the national delegation, which includes representatives of the state and of the nationally representative organizations of workers and employees and employers, he made a statement regarding the annual report of International Labour Organization (ILO) Director-General Gilbert Houngbo. This year, the report focuses on jobs, human rights and economic development.
In his speech to delegates from the 187 ILO Member States, Gutsanov highlighted specific steps Bulgaria is taking towards the development of human capital. He presented measures implemented by the Labour and Social Policy Ministry under the National Recovery and Resilience Plan and the Human Resources Development Programme, which have secured access to over EUR 500 million for training, courses and support for new and green jobs.
"Economic growth must be inclusive, and work must be decent. Investments in people are essential, as they are the key to a fair future of labour," said Gutsanov. He stressed the need for upskilling with a future-oriented approach. "Over EUR 440 million is allocated under the Human Resources Development Programme for training and internships, including measures to reduce skill gaps among different age groups, especially regarding digital and STEM skills, as well as for support for new and green jobs," the Social Policy Minister said.
Gutsanov also outlined Bulgaria's labour market policy priorities. "The focus of the Labour and Social Policy Ministry is on promoting employment among vulnerable groups and increasing both the quantity and quality of the workforce. To this end, EUR 45 million has been allocated in the 2025 state budget," he said. Talking about positive labour market dynamics, he said employment levels in Bulgaria continue to rise, reaching 71%, while unemployment has dropped to 4.2%.
Gutsanov emphasized the importance of international solidarity and the role of the ILO in protecting workers' rights. "This is a pivotal moment in history - we are faced with great challenges, but also with the opportunity to reaffirm our collective commitment to social justice, decent work and inclusive growth," he stressed.
During his participation in the International Labour Conference, he will meet with ILO Director-General Gilbert Houngbo and with Austria's Federal Minister for Labour, Social Affairs, Health, Care and Consumer Protection, Korinna Schumann.
