site.btaPlovdiv Hosts Municipal Council Chairs Assembly
Minister of Labour and Social Policy Borislav Gutsanov opened the General Assembly of the National Association of Municipal Council Chairs (NAMCC) on Thursday.
He said he sees the state as a single living organism and added he believes local and central governments should cooperate, and not oppose each other, highlighting the importance of having a regularly-elected government.
Also present at the opening were Minister of Environment and Water Manol Genov, BTA Director General Kiril Valchev, Plovdiv Mayor Kostadin Dimitrov, and Veliko Tarnovo Mayor Daniel Panov, who chairs the National Association of Municipalities in the Republic of Bulgaria (NAMRB).
During the Assembly, the chairs of municipal councils discussed issues related to the new waste-collection fee methodology, the organizational status of NAMCC, and ways to promote the association, NAMCC Chair Ventsislav Spiridonov told BTA’s Presiana Valkanova.
"The issue of the new waste-collection fee methodology will soon be addressed by municipal councils and local government. We aim to find a solution that meets the needs of citizens, as well as local and central government," Spiridonov said. He mentioned that one potential approach could be implementing the 'polluter pays' principle.
