In a position sent to the parliamentary committees on Thursday, Ombudsman Diana Kovacheva says that the absence of a regular budget makes difficult the proper distribution of funds so as to improve the lives of vulnerable groups, which is further aggravated by the constantly rising inflation which impacts everyone, Kovacheva's office said in a press release.
