Sofia, November 12 (BTA) - Audits carried out in 13 medical
treatment facilities across Bulgaria between January 2013 and
June 2014 established that the majority of the announced public
procurement procedures were ungrounded or were not conducted
despite the fact that the law requires it, said Boyko Velikov,
Director of the Centre for Prevention and Suppression of
Corruption and Organized Crime (BORKOR). On Wednesday he
presented to journalists data from a BORKOR report that is aimed
at the elaboration of proposals against corruption practices.


The ungrounded public procurement procedures were for medicinal
products worth nearly 59 million leva. Velikov specified that an
ungrounded public procurement procedure means that the medical
treatment facility did not need these products.

The BORKOR report proposes the conduct of centralized
competitive biddings for medicinal products supply, because
these are much easier to control, Velikov said. In his words,
the procedures established by law should not allow delays in the
supply of medical treatment facilities with medicinal products.


Electronic public procurement procedures should be introduced
because these create opportunities for limiting corruption
practices, Velikov also said. There already is a register for
public procurement procedures but sometimes it is very difficult
to find all the information related to certain procedures, he
noted. For example, it took BORKOR too much time to establish
the public procurement procedures related to the Growth and
Development investment programme, Velikov added.
