site.btaParliament Approves Continued Use of UN Financial Intelligence Software

Parliament adopted at first and second reading in a single sitting on Thursday a bill to ratify the Service Level Agreement, standard package, Continuation of Services between Bulgaria's State Agency for National Security (SANS) and the United Nations (UN), represented by the UN Office on Drugs and Crime (UNODC), Division of Management, and Information Technology Service. The agreement concerns the provision of information and communications technology services related to the continued use and maintenance of the UN's goAML application. It was signed on February 11, 2026, on behalf of UNODC and on February 16, 2026, on behalf of SANS. The bill was submitted by the Council of Ministers on July 20, 2026.

The growing number of suspicious transaction reports and the need to process large volumes of data quickly and efficiently require the Financial Intelligence Directorate at SANS to maintain specialized software for analyzing financial intelligence, the bill's explanatory notes say.

The agreement provides for annual maintenance fees of USD 60,000 for the software and is valid for three years, with the option of automatic renewal for another two years.
